Original abstract

Weather represents a state of the outdoor environmental conditions within a short period of time. The character of the outdoor environmental conditions over a long period of time (several decades) is usually known as a climate. The analysis of the climate in a particular area can help to determine the periods during which a person would be a state of thermal comfort, and also helps with the identification of more important climatic parameters, where, this information can help to build the buildings in the form capable of dealing with climate change. In addition to that discomfort and the demand for energy needed for mechanical systems can be significantly reduced by using an appropriate control of the climatic effects. Weather and climate are characterized by certain parameters that are monitored at meteorological stations. These parameters include (but are not limited to) outdoor air temperature, air humidity, atmospheric pressure, solar radiation intensity, wind speed and direction, precipitation and cloud cover fraction.
